It is, however, correct to attribute all sabotage and random failures to Russia until proven otherwise. No matter if we like it or not, Russia has decided to be hostile, and is actively committing sabotage.
It would be foolish to still just wring our hands about it. We have to name the enemy, Russia, and both support Ukraine's fight and do our own active hybrid actions on Russian soil. And yes, military buildup is required.
And to be clear, this will not end anytime soon. The war in Ukraine is but one aspect of Russia's imperial ambitions. It's fully possible we will not see friendly relations again in our lifetimes.

Don't be naive. They definitely are Russian backed acts. Not all sabotage is done directly by their state security apparatus, funding useful idiots has been the Russian modus operandi since the Soviet times.
There are over 200 acts of sabotage in Europe linked/suspected to Russia. There's plenty to go around for everyone, and somehow people are still hesitant to say we're in active hybrid war.

We should assume by default now that every single act of sabotage is linked to Russia, before any investigation even. Then if evidence points elsewhere, we can update the suspect for that single event.

I handle the context problem by splitting the details to dozens of small md files. Agents.md acts as a router that directs the llm to correct documentation file/folder according to the task at hand.
This documentation is its own git repo, and the agents.md file has an explicit instruction to update the docs when it has learned something general that can be useful in future sessions. I then occasionally review and prune those docs.
The description in the front-matter (at the top of the skill markdown file) is the only thing in the context and used by the agent to determine when to read in the rest of the skill file.
